The chairmen of the SPL club's will decide/vote on, if Rangers' Pheonix will play in the SPL. My guess is they will allow it as the income that they generate to all the other club's. And before you start throwing **** at me I'm a neutral.
I don't think they will let a new club in. It is very short notice to start an entire football club up from scratch.
You have to look at the finances, if Rangers are not in the league many other club's will not survive because they rely on the income from their home and away matches with them. If you were a chairman of say..., Kilmarnock, what would you do?
When Rangers were ****ed in the 80's clubs other than Celtic won the league, hell Aberdeen won a European cup. When Hibs played Hearts in the Scottish Cup Final this year they easily filled 50,000 supporters at Hampden. A dominant Old Firm has been horrendously bad for Scottish Football - don't fear change.
