Infact, I'd go as far as to say city don't need scouts. They can just find out which club is rumoured to buy which player, then they can do a wikipedia search, have a read, and then say... "yep, he'll do. lets pay 30milfor him and offer him £200k a week. no one else will get near that."
fifa should level the playing field more than thier new rules will do by putting a cap on how much you can pay a player
Don't compete with City then go and find the players we can afford and bring them on.
