Section 94 titled “Judicial Panel’s Powers” in paragraph 94.1 gives the Judicial Panel the power to apply sanction as provided for in the Judicial Panel Protocol. Section 95 titled “Infringement of these Articles” gives the Judicial Panel jurisdiction, subject to the terms of the Judicial Panel Protocol to deal with any alleged infringements of the Articles of Association. In the Judicial Panel Protocol against General Disciplinary Rule 66, the maximum sanction, for an SPL club, is defined as £100,000 and termination of membership.

Regan is in a no win situation. At the moment he's a bedfellow of Celtic but if the punishment is diluted then he's just another in a long list of people who have supplicated themselves to appease Rangers. I think if you consider that the Maximum punishment from the SFA is termination of membership and a £100,000 fine then some would argue they got off lightly.
on the face of it this seems reasonable, however, I dont think this would be appropriate as in does not take into account the advantage - both sporting and financial - that rangers have benefited from through the transfer of players in when their was no means to recompense the clubs who were losing those players. Their gain was in the past, the only way to take away what they gained from this is to take sanctions against what they can do in the future.
in england there is a football creditor rule, whereby all footballs debts have to be paid above everything else. HMRC hate this rule and it is for this reason they do not accept CVA's in England. If you want out of this via a CVA that would never work.
