I follow F1 and this has been bubbling away for weeks. But I don't think TF is to blame - essentially a supplier 'inadvertently' used designs they had done for Force India for Caterham as well - without Caterhams knowledge. They fessed up and were fined. It hasn't done Caterham any good, they are still only top of the bottom league of three. Trust the Fail to over dramatise.
