First the price may play a part, how much did we pay, how much did they sell for upon leaving? What did they bring to the team? Did they help win trophies, redefine the team? Ji-sung Park also deserves a mention for the amount of money he has brought in from Asia along with some great performances in big games, along with his ability to work hard as a just a squad player.

Tbh I think it's the players like Irwin, Park and Solskjaer that were amongst his greatest signings. They weren't big names or flashy players, they weren't in demand, no one expected them to be world beaters, but they turned out to be quality signings and arguably played as big a role in our long term success as players like Ronaldo and Cantona, who burned brighter but for less time. Then again, if we remember that it was SAF who convinced Giggs to reject City and sign for Utd as a 14 year old, I think the question of his greatest ever signing is answered for good
