2. City wants to offload him.
3. We need a reliable striker as well as Suarez.
4. We can bin him off as soon as he finds a club he wants.
5. It'll buy us time to find a permanent replacement.

I highly doubt City will cover his full wage while he is playing for another team, while not taking a fee for allowing him to play for us.
