With the Lescott thing being last week, I doubt they would be so inconsistent. We can take them to task if they do.
It's not up to the FA. They ask the ref is he saw it and if he didn't then they ask him what action he would have taken, if he had seen it. If he says that a dismissal would've been appropriate, then they ban the player. How Webb didn't think that Lescott deserved a red is beyond me, but he didn't.
How Mike Jones did not give Dunn a second yellow is also beyond me. These refs are numpties. Hopefully he saw the RVP elbow and thought it was not a red.

It's not about Lescott's nationality. It may be because he's in the national team squad, though. Barton's English, but he gets slaughtered by refs and the FA, as shown by his recent appeal against his red card v Norwich.
12 minutes as a sub in a friendly doesn't make him an international, it makes him someone who played for England once. Michael Ricketts got 33 minutes more of international football than Barton has, and he isn't considered an England international.
