Your not understanding the point I am making. If I'm in Spanish and speaking English to someone, if one of the words is offensive in Spanish its not really valid, I'm talking in a different language, where the meaning and context are also different. If the person I am speaking to is talking back to me in English or understands me and picks out that particular word to work in his favour due to, for example being a football player of a rival football team in one of the biggest leagues in the world then is it he who is the victim in all this?

Take a joke man - you remember Rio getting an 8 month ban for missing a drug test, not failing it just missing it. The FA will always try and make examples of players from big clubs as it makes the headlines.

the thing about random testing is that the cheats will just remove the drug from their system with enough warning and it is used before training or a game obviously so he best time is right after training, they charge you as guilty if you miss it because in 98 out of 100 cases the player is avoiding the test if he misses it, it is also important that the player knows the penalty for missing an appointment like that which is a ban a lenghty one, so, who is too blame in this scenario whena player has an agent that manages their entire schedule?
In Rios cas he offerred hair samples etc to prove he hadn't taken anything but the FA wanted to come down hard on a high profile player and club and it was the perfect oppurtunity. The same is happening with the Suarez case now. Players since have both missed and actually failed drug tests and not had such harsh punishments. I do agree about a standard punishment though as the FA deciding to increase bans on a whim is frustrating. Anyway lets not go off topic, it's really interesting
