    IP addresses can literally be anything. One IP address could represent a home, but it could also represent an entire block of flats, or an entire University campus, or beyond. The IP address is only an address up to the point of the external connection, so from that point on, it's impossible to identify any specific person. In a Uni campus, for example, internal routers will split that one connection into potentially hundreds of different connections for personal use. It all depends on the infrastructure of the system.

    Plus, it's also quite possible that these people have all decided to use one of the popular and widely used anonymous proxies, so they may share the same IP, but they could be from different countries for all we know.

    Kim Jong Il and Alan Shearer are the same person, but the others are all separate. Proxies are the most common way of people having the same IP, smartphones have no fixed IP either and using the same Wi-Fi connection in a hotel or on a train or whatever could return the same IP. Kim Jong Il and Shearer are the only ones linked by a fixed IP.
