In UK , not a leader but Michael Portillo was an excellent public speaker . I enjoyed his train travel show !!! Blair was all performance . Pre written , scripted and polished . Brown was a lazy eyed robot ! Cameron was functional! Boris played the bumbling idiot but i remember ny brother said he saw him give a talk in Qatar , pre mayor of London, and he was intelligent and witty Donald Dewey was a great political leader and was a good public speaker .
