It's BS that he couldn't tackle but, going shopping with your angle, there have been plenty of players that can't tackle that have been very good players. You don't actually need to be able to tackle, you can position yourself in a way that forces them into someone else or options to pass.
No he wouldn't. Klopp wasnt going to pay him either. The sad reality is hes got his chances and passes back and drifts through games. Hes better than carvalho cos he works but its the same issue. You.cannot drift though games not really contributing and expect to be picked by managers who's job is on the line. Its too easy just lay it off and elliott has fallen into that pattern in his career.
