the tracking that exists right now is not completely centralised and linked, its spread around multiple big tech companies, and most things are implicit allow still government issued digital ID linked to CBDC and default deny, with supermarket fridges digitally locked until you scan your ID and get a green light, which can be turned red if you have the wrong opinions on social media so no, its not happened already
