The EFL can't force anyone to do anything just like the police can't force anyone to do anything, but they can threaten consequences. In Reading's case, it was expulsion from the Football League. I really don't know why people get worked up enough to try to argue any sort of distinction in the matter. The EFL threatened Reading with expulsion and within a few months they were sold after years of pain. Amazing coincidence.

I was thinking it's immaterial because he can just move around funds as he wants, creating more debt in exchange for more money in banks accounts if necessary. But I suppose that misses the potentially relevant point that if he doesn't actually have access to much spare cash then he can't do that. But either way, it's on him to ensure we don't miss any more payments and it's also the case that he has effectively given the club £15m by writing off that debt.
