I imagine (don't know for sure) the packets would all need wrapping water tight individually, unless there is a way to waterproof a pallet load, that will also take the impact as it hits the sea. And this will just be squaddies loading a plane, I've no idea if they have the mental capacity to cling wrap something so it's water tight lol. I think the learning lesson from it though is exactly as you describe and it needs to be done at source.
