The reality in Gaza, people are going in the sea to retrieve aid. Not just a few people, loads of people. So regardless of what you believe in those rags, or what the rules are it's happening.

That seems ridiculous to me that they don’t wrap the aid properly to stop it getting wet incase it lands in the sea.

That really isn’t hard to do. Drug dealers do it with ease to protect their drugs, so not sure how aid agencies can’t do similar with food.
