The modern transfer system is extremely complicated in terms of how a squad is set up with home grown, overseas etc including post brexit and the points system that rules if players can be signed. I understand that is why some players come via Udinese on loan with right to buy. As an example I read that those players short of points gain extra points by being included in squads in Europe i.e in Udinese which means someone like Diallo won't come to us until around 2nd week of August. That's if we do pursue that deal to conclusion.
