Minimal contact on player in the area means pen if not getting any of the ball..I think most people will agree that the standard of referee's is dire in the EPL,all our teams have fallen foul of it.If something isn't changed soon then football will become a joke,like most referees themselves.
The point is though that he tried and successfully pulled out of the challenge, so it wasn't a careless tackle, it was a well timed avoidance of a tackle. He didn't try to kick him, he tried and succeeded in pulling out. Modric realised this and then decided to go down, hence the delay in him throwing himself to the ground. Even some Spurs fans on 606 phone in show are saying that it wasn't a pen.
The ref should only give a pen though if he's absolutely clear, if he has any doubt then he cannot give it. He got the Modric one wrong, he assumed that there was contact, when there wasn't. He got the elbow off the line technically right. Although replays showed it was a handball, if the ref didn't see it, he cannot award a penalty.
Disgusting, disgusting reffing and assistant reffing. Foy was appalling last season at Stoke, where he let them kick us all over the park, especially Gomes. I hate him, I hate the lino(s), I hate Stoke, I hate their fans, and when they eventually get relegated, I will drink a long celebratory lager or two. He didn't get it technically right. Failing to see something blindingly obvious doesn't make it a correct decision.
Exactly, and it's not just the ref who robbed us it was the lino(s) too, this is one of the greatest football injustices since Maradona 'punched' us out of the World Cup. In fact it's worse than that, as it's my beloved Spurs and several key decisions went against us.
I agree he can't give it if he doesn't see it but that doesn't make it a technically right decison. He is only there to referee = he should be looking at the game. One thing that everyone is missing about replays is that the frame rate is only 50 frames per sec. The defender's foot was moving at around 20 feet per sec I would estimate and Modric was running towards him so there would be about 6 inches of movement betwen frames. So it's technically impossible to tell if there was any contact.

For me, Foy missed two penalties. At the time they were 50/50 but what disappointed me was the silly little decions. Foy clearly said that he saw Bale touch the ball off pitch for a goalkick yet you can't see any reason for that and that's replays aside. If you've seen it, you've seen it but he had a bed view and guessed. He also gave Woodgate(?) a freekick for nothing, when it was a corner. There were a couple of decisions that went for us too, again blatant. As for Modric's, a clear foul in the area but I won't lie, Luka went down when he could've stayed up. It's bad and I certainly don't applaud it but how many times do you see see a player stumble in the box? Players go down because they won't get it otherwise.
Biggest disappointement? Friedel. Solid season and no reason to drop and same as Ekotto. Bassong deserves shout outs for playing well in bad circumestanses.
