Hamas didn't need to be in power to unleash a wave of bus and suicide bombings in the first intifada and again in a concentrated effort to detail Oslo. Hamas was founded in 1987. Rabin was assassinated in 1995. In the 8 interim years, Hamas and similar groups acted as the perfect recruiters for Kach and other far right parties which gave birth to radicals like Amir who felt it justified to murder Rabin.

The victims here are the Palestinian people and I’ve blamed Hamas for the attacks by Israel, not them. I do think that it was a stupid decision to go back there with kids and I said so at the time. So yeah, some adults do need to look at themselves for that one.
Israel was under no obligation to implement Phase Two. It was only under obligation to negotiate Phase Two during the latter stages of Phase One. It did this. Negotiations failed. Conflict resumed.
