Yes you're absolutely right, except that Man Utd and Man City are above Arsenal and Chelsea and Tottenham are above Arsenal in the Premiership. That shows the Premiership has good strength in depth but that Man Utd and Man City underperformed in their groups.
In the last 2 seasons the gap between the top 2 in La Liga and the rest has been 30 points or so. Real Madrid and Barcelona have both notched up nearly 100 league goals and 90 odd points in each of the last 2 seasons. Clearly great strength in depth in La Liga. Villareal finished without a single point in their group while Valencia finished behind Chelsea in their group.
And how many English sides take the Europa League seriously? They all rest players and concentrate on the league instead. Yes Man Utd were a poor team last season, that's why they reached the Champions League final and no-one else did, apart from Barcelona obviously.
