Ye, I don't know the reason but would guess because it's international and involving two important nations. Fairly odds on that the Russian captain won't be doing time on UK soil if found guilty... Not worth the political incident with what's going on right now, unless the US insists... The dead Filipino deckhand will be collateral. There's been a lot of incidents with Russian vessels the last few years... Crashing, extending nets to 'accidentally' drag up power and cables, causing incidents in international waters etc.
