I actually know for a fact that people (journos) do make stuff up for fun. I know one that does it, as long as they don't directly quote they are fine. Tip of the day: anything that says something like "sources say" is basically made up.
Journos do it all the time in Brussels - to hacks from the Mail, knowing it'll be splashed across the front page the following day.
If anyone doubts that journalists use the most dubious of sources, then they only have to look back to old606. The pub thread there debated the ridiculous spate of ITK bullshit back in 2008 and one of the regulars came up with an idea to hopefully end it. He'd make a series of claims about signings, picking vaguely plausible sounding transfers and other posters would back him up. Once everyone saw that it was all bollocks, the feeling was that virtually all the ITKs would be ignored. There were two things that nobody saw coming, though. The first was that the BBC picked up on it. The second was that some of it actually came true.
