Should that apply to all countries/all immigrants (including expats)? No-one outside of that criteria is allowed to live in another country ?
Every country has it's own rules. When you talk about expats then they are likely on a work visa or retirement which likely will mean they need sufficient income from pensions/investments to support themselves as a condition for being able to live there permanently. All very reasonable.
That's up to them. Not sure how this tax will work but we could do similar here i.e. second home owners pay an annual tax, say 10 times council tax.
