You have a multinational agreement in place amongst a world superpower and regional powers, the nation that has been battering you into ****ing oblivion for the past few months finally agrees to let you breath all based on one major point - you release the hostages. So, to release them you parade them in front of a ****ing platoon of armed men and civilians any of which could accidentally discharge a weapon or purposely fire on them, reigniting the conflict in seconds. Even if there is only a 1% chance of that happening, why would you risk it?
