I dont know if we do or we dont, but why not do what Arsenal did to us a few seasons back. You can have XXXX amount of tickets, but the ones you dont sell, you the club have to pay for, so we only got 1,500 instead of 4,000 (or whatever it was). This way they would know before the match, how many were coming, and not have the away end looking so bleak, they could give them 3 rows on the bottom and have stewards taking up 2 rows to the right/above and the rest could be filled with our fans.
The rule for visiting supporters as issued by the FA state that clubs have to make provision for at least 2000 supporters or 10% of their capacity if it would be below 2000. Tickets are ordered by the visiting club at least 5 weeks before the game on a sale or return basis and the home club has to send the tickets 4 weeks before the fixture. If the game is arranged less than these stipulated times they have to complete the formalities as quickly as possible. The away club is entitled to a 5% commission on all tickets they sell exclusive of VAT. But if the club was thinking about having the tickets not taken up by the visitors given to the home supporters I think the police may have some objections to that and also our good friends from health and Safety.

There is a provision in the rules which i didn't mention that clubs can reduce the number of tickets if they put a request in writing and are given the okay. This is only on a match by match basis. Maybe when this happened the rules were different but they may have been changed subsequently
