Every state has different laws... Not even sure what SC is anymore. I think 16 is only legal if you're under 18. Regardless, it's also legal for me to have a gun and randomly shoot people in the US,.as long as I suspect you of being a minority.
Obvious joking aside.... That would not be legal anyway. For example, if Prince Andrew had taken an underage girl from America to another country will lower age of consent, he would still be in violation of American laws. Sex tourists who travel to Asia where age of consent is lower frequently get arrested the moment they set foot back in the US if the government learns about what they did.
This is not really my area of expertise, but doesn't that only apply to US citizens? I thought you are bound by the laws of your own country even if abroad (although obviously you can't break the laws of the host country whilst there). So if Randy Andy went on his hols as you describe, can he be arrested if trying to enter the US - or just simply denied entry? I've never given this much thought tbh, but what would happen if someone from the far east with a 17 year-old wife (legit in their own country) tried to go into the US? I can see that they might be denied a visa, but not criminalised surely?
