A promise with the words 'up to' in it has no actual deliverable and so can't be a lie. It only promises the savings won't be more than the number mentioned. This is a well known marketing technique. It shouldn't be used in political campaigning but it isn't a lie.

Up to £1400 means anything less than £1400 including zero and arguably negative numbers too. So it will only be a lie if they got more than £1400 back. It is indefensible but carefully worded so it can't be a lie.

I can't see how any sort of statement about annual savings can be fact checked until at least a year has passed. In our electoral system we effectively currently have a choice between a bunch of right wing nutters and a right of centre Labour Party. Out of those two, I have a 100% preference for the latter and there are enough people attacking Labour without me joining in. History tells me that the sort of manifesto I really want would get 25% of the votes maximum.
