He's too one dimensional and arrogant. He believes that his UCL qualifying season was how we should always be and there's no reason to evolve. Pep has won everything yet every season, it's changes so the opposition think they have his number, then it's a bit different. Howe's ****ing lightyears from elite.
I dont think Howe is arrogant. I actually think his failing is his politeness, mild mannered nature and his "I do my job for my employer" mentality. I think that's why he will always find quick employment, but it's also why he will never be a multi trophy winning coach. He'd be perfect for England because of these traits.
Maybe steadfast more than arrogant. Inflexible maybe. Forest have said "they play inverted wingers and don't cross, they come inside" and sure enough it goes wide, and both wingers want to come back inside. Close down Bruno. Ignore Longstaff. Their fullbacks overlap rarely, but when they do, it's very easy to telegraph. Push on, they have a massive hole behind Isak that nobody fills. Rinse and repeat. Get the ball near their box, they sit deep and can't counter effectively as they're too slow on transitions to support Isak.

And yet the first time he shows some balls to speak out and say he wants to do things his way (i.e. shows some self belief, which is a foundation of a winning mentality), he gets lambasted by fans saying he's too big for his boots. This I totally agree with. He needs to start showing flexibility and the ability to adapt and manage in-game decisions.
He's really not going to suddenly start, though. He is who he is. Steady Eddie. Did the same at B'mth, stuck by the same stuff year on year on year, until they went down.
It's an all-round fail. If we'd spent £40m on a RIGHT winger at the time, instead of a sub for Gordon, we'd have a far stronger team right now.
