While it is almost certainly wrong it isn't impossible. If 1m new jobs have been created and 2m migrants have a new job while 1m settled Americans have lost their jobs then 200% of newly created jobs have gone to migrants.
It's exactly how maths works. If one number is twice as big as another then it's 200% of it. There is no implications that there is any sort of causal effect. It's a completely bonkers way of describing the issue and almost certainly untrue but it isn't wrong mathematically.
