It depends what the fine's for, if loads of customers get inconvenienced by having contaminated water, then the money can go back to those customers. In other circumstances, like today's, it goes to the Treasury and water companies are not allowed to claw it back from customers.
I realise to not fine the companies would be to encourage poor(er) performance, but then a fine would prove an obstacle to delivering the intended service , or do the shareholders take the hit? Mea culpa.
