I have four changes that I can think of immediately which are good ones in my opinion; Three points for a win Penalty shoot-outs Goalkeepers cannot pick up a kicked back-pass Goal line technology to say for sure whether or not the whole of the ball crossed the goal line I can think of plenty of bad changes (in my opinion) - will list them later.

I'd like to see them scrap the yellow card for taking your shirt off when celebrating a goal. Petty rule in the first place. What harm is there, a player temporarily taking off his shirt for a celebration. It's needlessly punishing a spontaneous expression of joy. Even after years many players still do it. And refs just look daft yellow carding them afterwards. The rule commands no respect in my view, and doesn't encourage any.
