Given the panic around this I don't blame them for waiting til it's all done. Imagine they announced someone and they didn't get a work permit?
If it is him, it would be pretty hard/stupid to refuse him a work permit as he would then simply continue working in this country anyway with QPR under his current permit.
Yeah thats why Fishpaste using the word 'frustrated' makes me think it isn't Cifuentes because that process would surely be fairly simple considering he'd be even more suitable for a work permit now than he was in October when he got his first.
