The Palestinian population includes the West Bank. The West Bank is governed by Fatah. The Fatah that are opposed to Hamas. In Gaza the murderous cycle of Hamas attacking Israel cannot continue if Israel removes Hamas ability to operate militarily.
The IRA were the armed wing of Sinn Fein - a political party, who have had aspirations of government in the same way as any political party does. You are right in that they were not specifically anti Jewish, but if a Brit happened to be Jewish he/she was fair game. They used terror tactics against the people of Northern Ireland as well as the mainland - and even tried to commit an atrocity in Gibraltar, which was foiled by a tip off from the Spanish police. They controlled their own communities by threats of violence and intimidation.
