I think he's saying they wouldnt have been using shops for years so they are unlikely to suddenly try. There's always people going to be on the cusp having a problem with shopkeepers whether they are legal or not.
Only about 12% of the UK adult population are smokers now. After 40 years of not many new smokers there'll be a lot less the 2060s. No shops will be selling ciggies in 40 years time with so few customers about.

I was stating that a 56 year old is hardly likely to try and buy cigarettes from a shop, if they haven't been able to for 40 years and they're hardly likely to get irate by it, having lived with the rule for four decades. Trust me, I worked on Cruise Ships & they go OTT on environmental issues that it just is very environmentally friendly. It’s been a few years now, but even the oil gets recycled, there’s probably nothing that gets used that doesn’t get recycled. I can’t remember the fuel, but it’s also supposed to be EF too. The only problem with Cruise ships is that the crew are basically classed as modern day slaves. A lot from 3rd world countries, so they suck it up
Being a bit cynical one could say that by aiming this new idea at young people he can say he's trying to stop a generation from taking up smoking but he's also not losing too many votes because they're not old enough yet. Pricing people out might be a much more effective measure but it's also a potential vote loser!

Nearly all of my non football posts do not mention migrants. Except in your niche fantasy situation. What if, say in 15 years time, someone moved here from Germany, where cigarettes are currently about £6 a packet compared to £15 here, and had been smoking since they were 16, 18 or whatever their age limit is? Would they be told that they cannot buy cigarettes here? Or from any other country where smoking is legal. Or holiday makers from other countries?

Of course they would, it’s the law, the same as we have to follow laws when we travel elsewhere. Watch an English twenty year old go in a bar in America and demand a drink on the basis they can have one in the U.K., see how far it gets them.
It is true that fuel output is huge, they’re always looking for the next big opportunity, methanol is the latest thing they’re trying, however in comparison to hotels etc, the recycling that is done, including oils from the engines is immense.

If the UK is going batshit crazy on banning fuel cars, gas boilers, log burners and every thing else oil related, cruise ships which are massively polluting should be banned, the rest you mentioned aren’t climate unfriendly
