Sickness benefit in the singular was a specific reference to a specific benefit: it was 2.2m in 2010 and is 2.8m now. Attendance Allowance is a benefit paid to pensioners who need care because of illness or disability. Whilst that can be considered one of the ‘sickness benefits’ (plural), the people receiving it do not seem very likely to be potential job seekers.
