ISIS isn't one group, it's a label given to multiple terrorist groups. Did the US fund some of them? Maybe/probably. Has it got anything to do with Ukraine? Nope. You'll be happy the US is around if/when Russia wins in Ukraine due to the lack of Western support.
Not sure what you mean by this bit? In the video the bloke speaks about U.S. responsibility in the actions of ISIS and he gives two possible reasons why. Even if you ignore the first, the second - that they have trained, funded, and armed them is not a maybe or a probably but a fact. The point he's making is that the U.S. is responsible, even if it's indirectly, and this terrorist organisation just happens to be creating trouble in Iran, Russia, and previously in Syria, which just happen to be countries the U.S. deems as its enemies. Ukraine is immaterial in this. That doesn't mean the U.S. is involved in the attacks (except Syria where they were) eveen though I wouldn't rule it out, BUT they have trained, funded and armed them because they considered these insidious groups as allies and they really need to stop fcking doing it because it makes the world a less safer place. But you know... American interests and all that.
