The problem is that clubs like Newcastle and Villa are a minority. The big 6 won't want them given any help and the other 12 clubs are also unlikely to want Newcastle and Villa becoming an 8 because staying up will be more difficult. I've watched Masters outline the next evil plan around PSR which is to make it based on wages and make it so clubs can be punished very quickly when they breach them. Ultimately the plan is simply to redress this ****e and again favour the big 6 more in the process.

Just watching it, but got to say Parry hits the nail on the head saying it is grossly unfair with the parachute payments. It guarantee's 2 out of the 3 promoted clubs every year is 2 that were relegated the year before.
