There's a decent analogy to be drawn from the issues with the farmers in the Netherlands, given it owes its form of Governance to sea level rises over 700 years ago. The Dutch decided to take on the sea, and over the years built the damns, polders and windmills that it is noted for. To pay for it, the Polder Model of governance evolved, which required all decisions to be made only after all those affected had commented, not just the wealthy or politicians. This has resulted in nearly a fifth of the region being reclaimed land, and as it is extremely fertile with controlled drainage, most is used to support the agriculture that has given the nation a fair amount of its wealth. More recently, dopey ****ers that think they know better than history and nature have decided to try to take control. It shows that the changes in sea levels are far from a new concept, and pre-industrialised people managed to get around it very effectively, but hey, trust the experts...or something.
