He encouraged private investors into the internal markets of the NHS, then subsequently admitted that was a mistake. But to put that in perspective, most of modern medicine consists of proscribed medication (drugs basically), and since drug companies are exclusively private enterprises, it’s not possible to have a Health Service completely independent of the free market.
