I don't accept this as an excuse. Napoli have offered a cash + player deal, so the total package they are offering is entirely subjective and all depends on how highly Genoa value that player (Zanoli iirc). And even if their offer is materially lower, what do we expect Genoa to do? They are strapped for cash like many Serie A teams, we are exponentially wealthier than Napoli, of course they'll ask for more money from us as they know we can easily afford it whereas Napoli can't. It's naive in the extreme for us to expect otherwise.
