The BBC don't decide the shortlist or the winner, the shortlist is decided by a panel of sportsmen and women from a variety of sports and the winner is decided by public vote.
Not sure how reliable the public vote is. On-line voting detects multiple votes and just allows one, mobile voting appears to allow as many as you like, presumably 'cos BBC are getting a share of the 15p call charge.
