If Gov't were serious then all the buildings they own and rent job centres,etc plus hospitals and schools would have solar panels fitted at least.

the uptake of wood burners in cities have prompted this as they are causing dangerous levels of particulates. I think in some areas they may have already banned owners putting new ones in though how in gods name they would enforce that is beyond me .
I just think like most of this, it's not a one size fits all. In new builds in cities, it makes no sense. In a 160 year old cottage with no mains gas, and an existing woodburner, it makes sense to keep it there. But yeah, like you say, no idea how they would enforce and monitor a ban. basically they are not "safe" in cities period due to the concentration of housing leading to area with very dangerous levels of particulates which we have known for decades to be very detrimental to humans .
