I don't know if city's will follow the same format, I only know what happened with Everton. An independent panel (Commission) held a hearing with the PL as the claimant and Everton as the respondent. They hear the PL's allegations and Everton's defence. Both parties have legal representation and provide witnesses. The panel/Commission then provides its findings and rulings.
err that is basically what i said . PL investigate then charge the club then present the evidence the investigation has bought up to the panel.

no it just replied to your post saying the panel investigated the case and i just pointed out they don't and was confused when you replied saying the same thing. The process is the same for all FFP charges. soz if there has been any confusion .

it was this post i originally repled to it was the first sentence that caused the confusion but yes it's just semantics PS on another note i don't fully go along with this being a harsh penalty as Everton were fiddling ffp for years mainly thru Usmanov making up any shortfall with various payments .

I wasn't looking at that post when I said I didn't say investigation. I was referring to my post that you quoted. Seeing that now, I'd forgotten I had said that so yes, you're right. I used the wrong word, not sure why because I knew the panel didn't do the investigating.
I read somewhere that the PL may have been forced to act as a show to the government, who want to create some kind of football overseer, that they are able to govern themselves and don't need an external body poking their nose in.
