There's no way it should take 20 years. They've got a massive fan base, large stadium and major corporate revenues. Maybe they could have spent more without the Glazers, maybe they can't match City's finances, but there's certainly money there, more than most of the other top teams. The issue isn't so much the high fees for players themselves, but how much has been wasted. There must surely be questions around their due diligence and screening of the mentality of the players.

I doubt that 10 years ago many thought it would take them this long to get back into serious contention. They're a massive club with all the resources they need, but it just shows that a bit of serendipity is always required for things to work as you'd expect them to. Something is wrong there, and we all have our favourite hypotheses about it. One problem has been their habit of buying the flavour of the month players rather than the right ones.
With the right manager, it could be done within two years. Klopp did it with Liverpool from a worse starting position and less money
