It was written by the The Institute for National Security and Zionist Strategy who are promoting it as a viable solution, and what's happening on the ground in Gaza suggests that it's a strategy that the Israeli Govt are pursuing, seeing as they've already said that Egypt should take Palestinians into the Sinai

It doesn't really matter which website is referring to the paper. I think you need to concentrate on the content rather than who's posting it.
