Yep, the "plan" appears to be that everyone relocates south to the other side of the Wadi Gaza. Starvation, bombing and plans of a ground invasion, with a possibility to cross into Egypt seem to be all designed to force/entice as many people as possible to evacuate Gaza City. 300k Israeli soldiers ready to cross the border and enter the city.
