"Humanitarian Aid" is defined as food, medicine, medical devices, and agricultural products. Of course Iran spends money on those now. So the $6bn will go to those, and leave billions for Iran to spend on sponsoring terror. According to Nikki Haley, money is being moved around Iran already.
