Presumably there would need to be at least a 50/50 split in the workforce just to cover a 24hr day. That's before we get to rest days, maximum shift times (I'm guessing 8 hours, so that's then a 33/33/33 split), mandated staffing levels etc. It's not just a case of everyone in all the time.
