It's an effective stood down. They couldn't be actually stood down because they hadn't been allocated yet, but they were deliberately not selected due to Monday night. According to BBC at least.
Its a classic solution by the authorities. They cant control what's said but they can bare face it. they know they've absolutely shafted a relegation troubled team game week 1 already and just want it all to die down. ideally another masive transfer story will shut us all up about them.
When I was writing it, I was being sarcastic which obviously doesn't come across (without the help of an emoji). As you say it is effectively the same thing but the PGMOL like to dress it up to save feelings or whatever.
I actually see it the other way around. I think that because it's a "not selected" under the official process, PGMOL have clarified that it is an effective stepping down to make sure that people know that.

Apologies, I meant dropped rather than stood down, i.e. they couldn't be removed as they hadn't been allocated. In any event, it is because of the non-penalty. "Referee Simon Hooper, video assistant referee (VAR) Michael Salisbury and assistant VAR Richard West are regarded as "not selected" rather than "dropped" as the weekend appointments had not been made prior to Monday's game.
