They looked for the cheapest supplier, often in the far east, and made as much profit as they could. This is why most of it ended up being not fit for purpose and scrapped.

Diegos question was trying to justify the contracts issued to the shysters, it was nothing to do with the general arrangements around our normal supply and consumption of PPE.
