I wonder if he's fallen foul directly or indirectly of a PEP check in some way, which might explain why the other banks wouldn't touch him with a barge pole? The PEP Screening should be performed during the customers' initial engagement process while periodically reviewing customers when any triggering event requires a Customer Due Diligence review.
